Salary range: £94,918 - £100,805
As a member of the extended management team, the Head of Responsive Repairs will work collaboratively across the division and with other heads of service and directors to ensure the effective and efficient development and delivery of council services that support both divisional and corporate objectives.
Reporting to the Director of Asset & Repairs (Housing), you will be the professional lead for the strategic planning, continuous improvement, and development of the responsive repairs service for Croydon Council tenants and leaseholders (approximately 15,000 tenants and 2,500 leaseholders). You will ensure the council meets its statutory health and safety obligations while delivering efficient, effective services tailored to the needs of local residents.
You will also be responsible for a service budget of £15–20 million and will deliver services, savings programmes, and transformation projects within that budget envelope.
What you’ll need to succeed
- Strong experience in effectively managing large contracts and contractors in either the public or private sector.
- Experience working in property services with a focus on service delivery.
- Extensive experience in strategic partnership working with other agencies and contractors.
- Proven experience managing complex services in property management.
- A demonstrable commitment to delivering high-quality services and improving customer satisfaction for residents.
Qualifications
- A Level 5 Certificate or Diploma in Housing, or a foundation degree from the Chartered Institute of Housing—or a willingness and ability to work towards obtaining this qualification.
- Membership in a relevant professional body, such as the Chartered Institute of Housing (CIH) or the Royal Institution of Chartered Surveyors (RICS).
- Evidence of continuous professional development, such as: Formal management training and development programmes (e.g., ILM Level 5 Diploma in Leadership and Management).
- Project management training (e.g., PRINCE2 or PMP certification).
- Health and Safety qualifications (e.g., NEBOSH or IOSH).

As a member of the extended management team, the Head of Compliance will work collaboratively across the division and with other heads of service and directors to ensure the effective and efficient development and delivery of council services that support both divisional and corporate objectives.
Reporting to the Director of Housing: Assets and Repairs, you will be the professional lead responsible for the strategic planning, delivery, and assurance of statutory compliance programmes across the Council’s housing stock. This includes overseeing all “big six” compliance areas: asbestos, gas, electrical, water hygiene, lifts, and tier 2 compliance areas to ensure Croydon Council meets all health, safety, and regulatory requirements.
You will lead the compliance function, manage specialist teams, and work closely with partners and contractors to maintain resident safety, regulatory compliance, and continuous improvement. The role carries significant responsibility, requiring the ability to manage risk, demonstrate technical expertise, and influence high-quality service outcomes in a complex environment.
You will also manage a multimillion-pound service budget and play a key role in supporting transformation projects, data integrity, and strategic planning that reflect Croydon’s values and commitment to its residents.
What you’ll need to succeed
- Proven track record in senior-level property compliance roles, particularly within large or complex housing environments.
- Significant experience in managing programmes associated with statutory compliance in housing, covering all six core areas (asbestos, gas, electric, water, lifts, fire).
- Demonstrated experience of managing multi-disciplinary teams, contractor relationships, and influencing service improvements.
- Strong communication and stakeholder management skills, with the ability to engage confidently across internal teams, regulators, and residents.
- Experience developing assurance frameworks, reporting mechanisms, and improvement plans in response to audits or regulatory inspection.
Qualifications
- A degree in a compliance-related discipline or equivalent professional experience.
- Minimum Level 5 qualification in mechanical, electrical, or related field, or substantial experience in a senior compliance leadership role.
- Relevant certifications such as NEBOSH, Chartered Institute of Housing (CIH), or equivalent.
- Membership (or working towards membership) in a recognised professional body (e.g., RICS, CIOB, CABE, IFE, or IOSH).
- Evidence of ongoing Continuing Professional Development (CPD), including formal leadership or project management training (e.g., ILM, PRINCE2, or similar).

As a member of the extended management team, the Head of Fire and Building Safety will work collaboratively across the division and with other heads of service and directors to ensure the effective and efficient development and delivery of council services that support both divisional and corporate objectives.
Reporting to the Director of Asset and Repairs - Housing, you will be the professional lead responsible for ensuring that Croydon Council meets its statutory obligations under the Building Safety Act and Fire Safety Act, and that all social housing stock is safe, compliant, and well-managed.
You will oversee a growing team of building safety specialists, develop risk-based safety programmes, and lead the creation and delivery of safety cases for high-risk residential buildings (HRRBs). This includes managing the building safety register, developing and maintaining digital records and the “golden thread” of information, and ensuring all buildings meet the requirements for the five-year licence to occupy under the Building Safety Regulator.
With an annual programme budget of £30–£40 million, you will also work with key stakeholders, residents, regulators, and contractors to implement safety improvements and respond effectively to incidents.
What you’ll need to succeed
- Extensive senior-level experience in fire and building safety leadership within complex housing or property portfolios.
- A strong understanding of building and fire safety regulatory requirements, including the Building Safety Act, Fire Safety Act, and wider housing safety legislation.
- Demonstrable ability to lead multi-disciplinary teams, manage capital budgets, and oversee compliance-related risks and programmes.
- Experience managing safety-related incident response and the delivery of complex, safety-focused housing projects.
- Proven track record of collaborative working across internal departments and with external bodies such as the Regulator of Social Housing, Building Safety Regulator, and London Fire Brigade.
Qualifications
- A degree in a Fire, Building Safety, Health & Safety, or Construction-related discipline (or equivalent experience).
- Full membership of a recognised professional body (e.g., IFE, CIOB, RICS, CABE, or IOSH).
- Relevant professional certifications such as NEBOSH, Eng Tech FIFireE, or CIH membership.
- Evidence of ongoing Continuing Professional Development, including leadership or compliance-based management training.

As a member of the extended management team, the Head of Asset Planning and Capital Delivery will work collaboratively across the division and with other Heads of Service and Directors to ensure the effective and efficient development and delivery of council services that support both divisional and corporate objectives.
Reporting to the Director of Housing – Assets and Repairs, you will be the professional lead for long-term asset planning and capital investment across Croydon’s housing stock, including approximately 14,000 tenants and 2,500 leaseholders. You will be responsible for developing and delivering the Housing Revenue Account (HRA) plan, ensuring robust programmes of planned maintenance and improvement works.
With an annual budget of £40-£50 million, you will ensure the council meets its statutory responsibilities around health and safety, while driving service improvement, transformation, and value for money. The role will involve working across departmental boundaries and engaging with residents and partners to deliver tailored, high-quality housing services.
What you’ll need to succeed
- Extensive senior-level experience in leading large-scale planned maintenance and capital delivery programmes within the housing or property sector, ideally in a local authority or similarly complex organisation.
- Proven track record of managing high-value contracts, budgets, and contractor performance to deliver efficient, cost-effective services.
- Demonstrable success in leading strategic, multi-disciplinary teams with a strong focus on customer outcomes and service transformation.
- Strong knowledge of housing maintenance operations, residential property regulations, and the wider legal, policy, and financial frameworks governing local authority housing.
- Excellent communication and stakeholder management skills, with the ability to influence, collaborate and build productive partnerships internally and externally including with statutory bodies and contractors.
- A commitment to data-driven service delivery, continuous improvement, and upholding the council’s core values and objectives.
Qualifications
- A professional or management qualification or educated to degree level or demonstrable equivalent experience.
- Evidence of Continuous Professional Development, for example, Formal management training and development programmes such as ILM Level 5 Diploma in Leadership and Management.
- Project Management training such as Prince2 or Project Management Professional certification.
